Right click the solution in the solution explorer and retarget it. Alternatively, you can change the platform toolset by right clicking your project and going to project properties.

References are copiable, just not how one might think. When copy/move op = is called on a class that contains a ref, It just calls the copy constructor of the object it references. As fun as it would be to roll something with d2d, I'd go with c# + .net to be honest... Much more rubust and much faster development time. win32 controls are okay but are a pain in butt to work with.
