Look up SoftEther VPN Client Manager, download that connect to a VPN then your govt block means nothing. A vpn just relays your traffic through other computers, basically to the ISP it looks like your connecting to someone elses pc, but you could really be connected to youtube and downloading things...

Before you purge your hard drive you might want to consider booting in a live USB of win8 then find the reg key from within the OS. (And Yes LIVE USBS exist).

You first need to calculate the distance the mouse moved from it's position on both the X and Y axis to start. From there you need to keep track of an angle that the X Y and Z all follow, you also need to set an FOV. It sounds more difficult than it is, most of it is simple trigonometry. Edit: Here'...

I completely agree but the mathematical standard in my country, or at least what my textbook describes it is that Z is up. Personally I don't follow that standard, I even use Y as up in my engine heh. So go at it whatever angle you want, the math wont change.
